Phillip Sheppard is one of the most quotable characters Survivor has ever cast — a self-proclaimed 'former federal agent' who patrolled camp in hot-pink briefs, handed out secret-agent code names under the banner of 'Stealth R Us,' and feuded with nearly everyone in earshot. Beneath the chaos, he was also fiercely, almost robotically loyal to Boston Rob.
That loyalty carried him to the end of Redemption Island, where Rob happily dragged the season's easiest beat to the final three. The bitter jury gave Phillip exactly one vote, leaving him runner-up in Rob's 8-1-0 coronation. He came back to lead a rebooted Stealth R Us in Caramoan, alienated his alliance all over again, and was voted out tenth — every bit as unforgettable, and exhausting, as the first time.
